Human Resources Generalist (Mexico | Startup – Manufacturing Preferred) Location Rosarito, Baja California, Mexico (Onsite) Role Summary We are a fast-growing startup building our Mexico operations and are looking for an HR Supervisor to lead day-to-day HR and general administration (HRGA) execution. This role will ensure local labor compliance, manage payroll and HR administration, support HR systems implementation, and drive recruitment to support rapid hiring. You will work closely with leaders in Mexico and collaborate with HR counterparts across Asia, so strong communication and coordination skills are essential. Key Responsibilities Ensure compliance with Mexican labor regulations, internal policies, and HR best practices Manage payroll coordination (inputs, validations, attendance/OT, deductions, benefits administration) and work with external payroll or service vendors Lead end-to-end recruitment: workforce planning support, sourcing, interviewing, offer coordination, and onboarding Handle HR operations including employee records, contracts/renewals, timekeeping, leave management, disciplinary processes, and exit procedures Manage HRGA and administrative tasks, including office administration, vendor coordination, HR supplies, ID access, uniforms (if applicable), and general HR support services Support employee relations, resolving workplace concerns professionally and ensuring proper documentation Implement and continuously improve HR and administrative processes suitable for a startup environment (fast, structured, scalable) Support the implementation, configuration, and optimization of TRESS HR/payroll and timekeeping systems in Mexico, including employee data management, attendance tracking, payroll coordination, reporting, and user support Coordinate with internal stakeholders and external vendors to ensure smooth TRESS system implementation, compliance, and process integration Partner with cross-functional teams (Operations, Finance, Legal) and coordinate with regional HR counterparts in Asia on reporting, policy alignment, and projects Prepare and maintain HR and admin reports (headcount, hiring funnel, attrition, attendance, payroll summaries) for management Requirements Proven HR experience in Mexico, ideally in an HR Generalist / HR Supervisor / HRGA role Strong working knowledge of local labor regulations and compliance Hands-on experience with payroll coordination, HR administration, and general affairs Solid experience in recruitment Experience in implementing and/or managing TRESS HR, payroll, or attendance systems in Mexico Familiarity with HRIS, timekeeping systems, payroll vendors, and HR process automation Bilingual Spanish and English (written and spoken) Strong stakeholder management skills and ability to work with cross-cultural teams, including Asia-based counterparts Organized, detail-oriented, high integrity, and comfortable working in a startup environment Preferred Qualifications HR experience in the manufacturing industry Experience supporting multi-site operations or rapid scale-up hiring Experience with TRESS system integration, troubleshooting, reporting, and employee timekeeping/payroll modules What We Offer Opportunity to build HR and administrative foundations for a growing startup High ownership and direct impact on company growth Regional exposure and collaboration with international teams
