Overview To provide business planning, operations analysis, and cost control for management to effect the achievement of corporate objectives. Coordinates the preparation and analysis of the annual business plan, strategic plan, capital plan, and mid-year update for the district. Monitors cost, containment, and control methods, identifies problems, analyzes causes, and establishes implementing plans to correct the problem in order to improve operating costs. Approves and monitors all personnel requisitions to provide head count control. Plans, coordinates, prepares, and presents all capital/program review requests at the capital, program review, and related finance committee meetings, including presentation of all viable alternatives. Instructs line management in the use of economic/financial tools through training seminars or individual training sessions. Provides business impact analysis on proposed programs and systems, ensuring focus on the total corporate impact; follows up on final recommendations and ensures proper tracking and reporting of such programs. Develops new decision analysis models and maintains those currently in use, utilizing computer programming and financial modeling techniques. Conducts special planning studies utilizing statistical and computer modeling techniques to advise management on the most prudent course of action. Provides post audits on profitability to determine accomplishment of plans and establish where improvement is needed. Defines data needs and creates data bases used for analyses; established interface between data bases and modeling languages. Provides financial analysis, alternatives, and recommendations on all capital assets proposed. Qualifications Bachelor’s degree/equivalent in Finance, Business, or related discipline. MBA preferred. Five (5) years experience in business planning and analysis and performance reporting for budgeting. Experience in computer modeling and knowledge of applicable programming languages. Knowledge of respective operations area preferred. Strong analytical, human relations, and communication skills.
