Finance and Human Resources Manager for International Humanitarian Missions Minimum availability of 6 months. Planning, coordinating and implementing HR, Admin and Financial activities and policies in the project according to legal obligations and MSF protocols, standards and procedures in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the project and to realize the HR capacity required to achieve project objectives. Responsibilities In close coordination with the Project Coordinator, HR Coordinator and Finance Coordinator, calculate, analyze and monitor the project's HR and financial operational needs and the associated budget to ensure efficient sizing, capabilities and proper allocation of funds according to funding contracts, proposing corrective actions when required. Plan, supervise and ensure implementation of recruitment, training, briefing, induction, evaluation, potential detection, development and communication processes for project staff, supporting line managers to improve staff capabilities and contributions to mission goals. Advise on setting up and updating the project's organizational chart and job descriptions and assist in annual holiday planning and staff shifts to forecast HR needs. Ensure hiring, amendments and contract termination formalities comply with local labour laws; archive employee files, inform rights, prepare mandatory tax declarations and collaborate on potential labour conflict resolution. Supervise payroll procedures, ensuring accurate data entry in Homere and correct salary calculations for national employees, and oversee indexation processes for salary grids to maintain equity and cost‑of‑living adjustments. In collaboration with the Project Coordinator and HR Coordinator, implement administrative procedures for any Memorandum of Understanding between local partners (e.g., Ministry of Health) and MSF. Implement circuits and workflows for cash boxes, transfers, advances, purchase procedures, payment validations, and bank reconciliation to anticipate expenses and optimize cash security. Supervise transactional procedures and systems to ensure transparent accounting practices and full documentary traceability (invoices, receipts, bank statements) following MSF guidelines, and control monthly and yearly accountancy closure and all HR, administrative and financial reporting. Be responsible for all movements and accommodation of staff in the Project. Profile Education and formation Desirable: degree in finance, management (business, HR) or administration. Experience Essential: at least two years of relevant and similar experience. Desirable: experience with MSF or other NGOs in developing countries. Languages Essential: English (B2 or higher). Essential: Spanish (C1 or higher). Knowledge of French will be an asset. Knowledge Essential: computer literacy (Word, Excel, internet). People management and development. Monthly remuneration : In the first 12 months, the gross monthly bonus is approximately USD $1,500. From the second year, remuneration increases based on experience and level of responsibility in the field.
