Regulatory & Compliance Manager – Water Infrastructure The Regulatory & Compliance Manager is responsible for ensuring that all project activities in Mexico comply with applicable federal, state, and local regulations while aligning with cross-border project requirements and overall WIFA program objectives. This role supports project development, permitting, design, and construction activities by managing regulatory risks , facilitating approvals , and coordinating closely with engineering, environmental, legal, and construction team s, as well as government agencies and external consultants. Key Responsibilities Permitting Strategy & Planning: Develop and manage permitting and regulatory strategies for Mexico-based project activities, including environmental, water rights, land use, and infrastructure approvals. Regulatory Compliance Management: Ensure compliance with Mexican regulatory frameworks and maintain tracking systems to monitor permit conditions and project obligations. Agency & Stakeholder Coordination: Act as the primary interface with regulatory authorities, environmental agencies, utilities, and key government stakeholders to support approvals and issue resolution. Environmental & Technical Integration: Coordinate with environmental and engineering teams to support impact assessments, permitting documentation, and alignment between design solutions and regulatory requirements. Cross-Border Coordination: Support alignment between Mexico- and U.S.-based project activities, including binational regulatory considerations and coordination across jurisdictions. Risk Management & Issue Resolution: Identify permitting and compliance risks, develop mitigation strategies, and support resolution of regulatory issues impacting project delivery. Consultant & Documentation Management: Manage external consultants and ensure quality, accuracy, and timely submission of permitting and compliance documentation. Project Delivery Support: Support project planning, feasibility, scheduling, and construction readiness activities while ensuring compliance with permit conditions during execution. What We’re Looking For Degree in Environmental Engineering, Civil Engineering, Environmental Science, Law, or related field Proven experience in permitting, regulatory compliance, or environmental management for large infrastructure or water projects Strong knowledge of Mexican regulatory frameworks and permitting processes Experience supporting cross-border or multinational infrastructure projects preferred Strong stakeholder management and government coordination skills Fluent in English and Spanish Strong organizational, communication, and problem-solving capabilities Acciona offers a competitive salary, relocation assistance where relocation is required and approved, 401(k) retirement plan, medical, dental, vision, life, short and long-term disability benefits, tuition reimbursement, paid time off, and more.
