Overview Construction/Maintenance Superintendent Tuolumne Utilities District. This position provides leadership for the construction, maintenance and repair of water and wastewater distribution, collection, treatment and reclamation systems and facilities. The incumbent plans, directs and coordinates construction, maintenance and repair projects; reads contracts, specifications and plans; ensures regulatory compliance; oversees, directs and schedules staff and crews; and manages outside consultants and contractors. The role supports the Operations Manager in developing capital improvement plans and related policies, procedures and programs, and acts as liaison with private and public organizations and regulatory agencies. General supervision is received from the Operations Manager, with direct supervision over assigned personnel and oversight of vendors, contractors and subcontractors. Responsibilities Supervise, plan, schedule, organize, manage and evaluate the training and day-to-day work related to construction, installation, maintenance, repair, cleaning and flushing of water and wastewater pipelines and other system facilities to meet regulatory requirements and customer needs. Supervise, plan, prioritize, assign and direct the work and hours of subordinate staff; handle complaints, resolve grievances, discipline employees; recommend step increases and promotions as appropriate. Develop, plan and prioritize construction and maintenance activities according to standards and best management practices for emergency and non-emergency repairs and maintenance. Assist the Operations Manager in establishing and implementing operating policies and procedures. Assist in developing and administering the annual department budget; communicate priorities and conflicts regarding technical and material requirements for District facilities, equipment and machinery. Provide for employee safety and security; ensure compliance with District and governmental safety policies and regulations, including the MOU with the Union, Personnel Policy and IIPP. Participate in regular meetings with the Operations Manager and other supervisors to discuss department activities, personnel performance, work assignments, progress and planning. Plan and implement daily work schedules; ensure equipment and materials are available to minimize impact to District facilities and customers. Oversee and plan maintenance and repair activities to minimize impact to District facilities and customers. Identify and monitor staff certification, education and training requirements and address gaps or opportunities. Provide information to the public; investigate complaints and recommend corrective action as necessary. Provide technical guidance and supervision to staff on construction and maintenance activities; supervise care and maintenance of vehicles, tools and equipment; track work orders to ensure timely repair. Order supplies, equipment and materials; recommend purchases of major equipment. Maintain records and prepare reports related to construction and maintenance activities; ensure compliance with all safety standards and regulatory requirements. Evaluate existing procedures and recommend changes to increase operational efficiency. Perform other related work as required. Qualifications Knowledge of: Federal, state and local rules and regulations, reporting and compliance requirements related to distribution and collection systems; current District policies including the MOU, Personnel Policy, IIPP; principles of supervision and personnel management; procedures, materials, tools and equipment used in repair, replacement and construction of water and wastewater systems; safe operation of a wide range of equipment; handling, storage and disposal of hazardous materials; Microsoft Office; safe work methods; water flow calculations and regulation techniques. Responsibility to: Report safety risks; ensure staff safety practices; enforce OSHA regulations for supervisory personnel. Skill/Ability to: Lead professionally and respectfully; support District management; assist in contract procurement and project management; organize work, manage multiple priorities and meet deadlines; supervise personnel and budgets; establish relationships with stakeholders; prepare records and reports; perform calculations and read technical documents; interpret regulations; troubleshoot and provide technical advice; communicate construction signals; maintain a clean work environment; make sound decisions; participate in recruitment and training of staff. Education, Experience and Certifications High school diploma or GED. Valid Class A California driver’s license with satisfactory driving record and insurability. Valid Grade 4 Water Distribution Operator (D4) certification issued by the State Water Resources Control Board (SWRCB). Education as required by the SWRCB to obtain/retain required certifications. Minimum of five years of progressively responsible experience in underground and above-ground construction and maintenance, including installation, testing, maintenance and repair of pipelines and facilities, with at least two years of supervisory responsibility. Special Testing: Drug/Alcohol testing in accordance with the Omnibus Transportation Employee Testing Act of 1991. Physical Demands and Work Environment The position requires the ability to sit, stand, kneel, bend, squat, walk, climb, and negotiate uneven terrain; lift, push, pull and carry up to 50 lbs.; use hands and fingers; drive a vehicle in various weather conditions; vision requirements; and exposure to outside elements, confined spaces, and noise or fumes in a typical field environment.
